The Padma Awards 2020 are given in various disciplines/ fields of activities, viz. art, social work, public affairs, science and engineering, trade and industry, medicine, literature and education, sports, civil service, etc. ‘Padma Vibhushan’ is awarded for exceptional and distinguished service; ‘Padma Bhushan’ for distinguished service of high order and ‘Padma Shri’ for distinguished service in any field. The Padma Awards 2020 are announced on the occasion of Republic Day every year.

This year the President of India has approved conferment of 141 Padma Awards including four duo case (in a duo case, the Award is counted as one). The list comprises seven Padma Vibhushan, 16 Padma Bhushan and 118 Padma Shri Awards. Thirty four of the awardees are women and the list also includes 18 persons from the category of foreigners/NRI/PIO/OCI and 12  posthumous awardees.

Important Facts About Padma Awards

The Padma Vibhushan, Padma Bhushan and the Padma Shri are three separate awards given by the Government of India which seek to recognize achievements in all fields of activities or disciplines where an element of public service is involved. The Padma Awards were instituted in the year 1954, and is announced every year on the occasion of Republic Day except for brief interruption(s) during the years 1978 and 1979 and 1993 to 1997.

How are people nominated for the Padma Awards?

The state governments, union territory administrations, central ministries and departments, the institutions of Excellence etc submit the recommendations for the Padma awards. These nominations are then considered by an Awards Committee who give their recommendations. The Padma Awards Committee is constituted by the Prime Minister every year. The Awards are given in three categories: Padma Vibhushan (for exceptional and distinguished service), Padma Bhushan (distinguished service of higher order) and Padma Shri (distinguished service).

Here is how the three Padma Awards are different from each other.

Padma Vibhushan: It is the second highest civilian honour of India is given for exceptional and distinguished service in any field including service rendered by the government servants. The highest award in India is the Bharat Ratna. The Padma Vibhushan is the second-highest civilian award of the Republic of India, second only to the Bharat Ratna. Instituted on 2 January 1954, the award is given for “exceptional and distinguished service”, without distinction of race, occupation, position, or sex. The award criteria include “service in any field including service rendered by Government servants” including doctors and scientists, but excluding those working with the public sector undertakings. As of 2019, the award has been bestowed on 307 individuals, including twelve posthumous and 20 non-citizen recipients.

The first recipients of the award were Satyendra Nath Bose, Nand Lal Bose, Zakir Hussain, Balasaheb Gangadhar Kher, Jigme Dorji Wangchuck, and V. K. Krishna Menon, who were honoured in 1954. The 1954 statutes did not allow posthumous awards but this was subsequently modified in the January 1955 statute. The “Padma Vibhushan”, along with other personal civil honours, was briefly suspended twice, from July 1977 to January 1980 and from August 1992 to December 1995.

Padma Bhushan: This award is given to recognize distinguished service of a high order to the nation. The Padma Bhushan is the third-highest civilian award in the Republic of India, preceded by the Bharat Ratna and the Padma Vibhushan and followed by the Padma Shri. Instituted on 2 January 1954, the award is given for “distinguished service of a high order…without distinction of race, occupation, position or sex.” The award criteria include “service in any field including service rendered by Government servants” including doctors and scientists, but exclude those working with the public sector undertakings. As of 2019, the award has been bestowed on 1254 individuals, including twenty-one posthumous and ninety-six non-citizen recipients.

Padma Shri: It is given by distinguished service in any field including service rendered by the Government servants. Padma Shri (also Padma Shree) is the fourth highest civilian award in the Republic of India, after the Bharat Ratna, the Padma Vibhushan and the Padma Bhushan. It is awarded by the Government of India, every year on India’s Republic Day. Padma Awards were instituted in 1954 to be awarded to citizens of India in recognition of their distinguished contribution in various spheres of activity including the arts, education, industry, literature, science, sports, medicine, social service and public affairs. It has also been awarded to some distinguished individuals who were not citizens of India but did contribute in various ways to India.

  • Literature & Education (includes Journalism, Teaching, Book composing, Literature, Poetry, Promotion of education, Promotion of literacy, Education Reforms etc.)
  • Civil Service (includes distinction/excellence in administration etc. by Government Servants)
  • Sports (includes popular Sports, Athletics, Adventure, Mountaineering, promotion of sports, Yoga etc.)
  • Others (fields not covered above and may include propagation of Indian Culture, protection of Human Rights, Wild Life protection/conservation etc.)

Who are eligible or not eligible for the Padma Awards? All persons without distinction of race, occupation, position or sex are eligible for these awards. However, except doctors and scientists, government servants including those working with PSUs, are not eligible for the Padma Awards.
